Basic Info

The Community Development Block Grant (CDBG) Program is a federally funded block grant to states that focuses on benefiting low- to moderate-income people by providing resources for livable neighborhoods, economic empowerment, and decent housing.

Several different programs are managed through an annual allocation including the CDBG Annual Competition, the Employment Incentive Program set-aside, the Immediate Threat and Danger Set-aside (IT&D), and local Economic Development Revolving Loan Funds (RLFs).  For additional information on these programs, visit the Resources Area.

Georgia has two delivery systems for the disbursement of CDBG funds.

  • Entitlements – primarily urban cities (populations 50,000 +) and urban counties (populations over 200,000)
    • The Cities of Albany, Atlanta, Brookhaven, Brunswick, Dalton, Gainesville, Hinesville, Marietta, Rome, Roswell, Sandy Springs City, Savannah, Smyrna City, South Fulton, Valdosta, and Warner Robbins.
    • The Counties of Cherokee County, Clayton County, Cobb County, DeKalb County, Fulton County, Gwinnett County, and Henry County.
    • The Consolidated Governments of Athens/Clarke County, Augusta/Richmond County, Columbus Consolidated Government, and Macon/Bibb County.
    • Any incorporated city within a HUD Entitlement Urban County that has chosen to participate with the Urban County through a Cooperating Agreement.
       
  • Non-entitlements - Cities/Counties that do not participate in the Entitlement Program

    At DCA, we administer the State’s Non-Entitlement CDBG program.  As the administrator of these funds, eligible applicants include Units of General-Purpose Local Government (cities or counties) that do not participate in HUD's CDBG Entitlement or Urban County program.  Individuals and non-profit entities are not eligible to apply directly for CDBG funds.  Contact an eligible applicant to see how you or your organization may be able to partner to meet the community’s needs.

  • August 18, 2022 - Notice is hereby given by the Georgia Department of Community Affairs of the amending of the FFY2022 for the State of Georgia Community Development Block Grant Method of Distribution. The proposed amendment involves modifications to the allocation of funds and the scope of the Innovative Grant Program Set-Aside. The purpose of the public hearing is to receive citizen comments on the proposed amendment.

    The Department is committed to providing communities with the financial resources to adequately address local needs including providing safe and affordable housing and other transformational changes. As an additional resource to help local governments meet this challenge, DCA will broaden the CDBG Innovative Grant program by providing additional guidance which more closely aligns with current state priorities. The purpose of the public hearing is to receive citizen comments on the proposed amendment which includes increasing the allocation from $4 million to $10 million. Georgia’s FFY2022 CDBG program is offered to eligible cities and counties for a wide range of activities as authorized under Section 105(a) of the Housing and Community Development Act (HCDA) of 1974, as amended.     The public comment period began on August 18, 2022, by posting on the Georgia Department of Community Affairs website and distribution by e-mail to program stakeholders to inform the public of the proposed amendment to Method of Distribution and inviting comments through Tuesday, August 30, 2022.   • The Georgia Department of Community Affairs (DCA) is hosting its 2024 Community Development Block Grant (CDBG) Summit in Athens, Georgia on October 7-10, 2024.

    The State of Georgia’s Community Development Block Grant program provides grants to cities of fewer than 50,000 people and counties of fewer than 200,000. The purpose of the program is "to assist in developing viable communities by providing decent housing and a suitable living environment and expanding economic opportunities, principally for persons of low and moderate incomes."

    The Summit combines the previously held Applicants’ and Recipients’ Workshops into one event, and is a mandatory workshop designed to benefit both applicants and recipients of State of Georgia CDBG funds. The attendance requirement can be satisfied by sending any city or county staff directly involved with the grant, as well as the grant consultant(s) or regional commission representatives to attend the Summit as outlined below. Attendance by grant writers/administrators on behalf of an applicant or recipient does not satisfy the attendance requirement.

    • Recipients: Day 1 - Recipient Overview; Day 2 – Compliance; Day 4 – Housing (optional)
    • Applicants: Day 2 – Compliance; Day 3 – Application Development; Day 4 – Housing (optional)

    The Summit will cover everything you need to know about how to apply or administer CDBG funding. Topics to be discussed include the application and implementation process, specifically eligible activities, national objectives, citizen participation/public hearing components, award limits, environmental review, procurement procedures, technical compliance and assistance, fair housing, and Davis Bacon labor requirements, and much more.

    The State of Georgia anticipates awarding an estimated $40,000,000 for FY2025 through the Annual Competition and CDBG set-aside programs depending on funding availability. Eligible interested parties are invited to apply for a wide variety of community development, infrastructure, economic development, or housing projects.

    Who should attend: Representatives from cities and counties meeting the State CDBG Program’s eligibility requirements and recipients of FY2024 CDBG awards should plan to attend. Though not required, it may be valuable to have your architect or engineer attend this workshop. Attendance will enhance the quality of your project, thereby increasing your likelihood of timely and successful implementation.
